On July 26, 2019, a message was published on kremlin.ru stating that the President of Russia signed a document amending the documents governing the activities of the casino. On July 18, the document was adopted by the State Duma, and on July 23 it was approved by the Federation Council.
In accordance with the adopted amendments to federal law No. 244-FZ, the Federal Tax Service received the right to place bets in online and land-based casinos in order to identify illegal activities. Below is a screenshot of the amendment. As usual, the writing is confusing, but the meaning is simple. Employees of the Federal Tax Service make bets, thereby proving the illegality of the activity, and on this basis, the operator is included in the register of prohibited resources.
The bill provides that illegal activities will be tracked not only by domestic establishments, but also by foreign ones. The explanatory note, which was provided at the stage of the proposal of the bill, noted that the government would not incur additional costs for financing purchases. That is, the body will not require more budgetary money.
The financial and economic justification of the project is also interesting, which explains the approximate cost of the changes. It was said that approximately 533,250 rubles a year would be needed to replenish the casino account. It should be noted that the document does not provide for a refund after the identification of violators.
The authors of the bill even calculated the average amount of replenishment. According to them, in 80% of cases it is 100 rubles, and in 20% of cases it is 800 rubles. From what they took, that on average they will need 240 rubles for replenishment.
The financial feasibility study assumed that 3 employees would be expected to work an average of 3 jobs per day, 247 days a year. How everything will actually be carried out is still unknown.
